The U.S. defense policy bill, also known as the National Defense Authorization Act (NDAA), was officially signed into law by President Joe Biden on Friday. With bipartisan support in Congress, the legislation authorizes $886 billion for annual military spending- a historic amount that was approved with an 87 to 13 vote in the Democratic-controlled Senate and passed in the House of Representatives with a vote of 310 to118.

Encompassing almost 3,100 pages, the far-reaching legislation addresses critical matters such as granting pay hikes to military personnel and financing the purchase of airplanes and vessels. Additionally, it delineates essential guidelines that involve assisting Ukraine and confronting issues presented by China in the Indo-Pacific area.

The NDAA stands out for its inclusion of a 5.2% salary boost for service members, which accompanies an overall spike of 3% in the nation’s total national security budget to hit $886 billion. Additionally, particular Chinese battery firms have been singled out as unsuitable suppliers by this legislation.

Aside from the military appropriations, the fiscal 2024 NDAA focuses on concerns regarding domestic surveillance. The controversial Section 702 of the Foreign Intelligence Surveillance Act will have a four-month extension to grant lawmakers more time to evaluate and possibly revise this program.

Despite objections voiced in both the Senate and House, the bill was ultimately passed. In addition to authorizing $300 million for Ukraine through the Ukraine Security Assistance Initiative until September 30, 2024 and beyond, it also aimed to aid them against Russia’s February 2022 invasion. Nonetheless, President Biden had initially requested an assistance amount of $61 billion towards said endeavor – which is far greater than what has been authorized so far. It should be emphasized that Republican lawmakers placed a noteworthy bar on approving assistant funds by insisting upon firm immigration laws adoption beforehand.
